Administrative accountability is when the people in charge have to explain what they do and why they make decisions. This is very important. In India they have started using technology to make the government more accountable. This has really helped because now the people in charge do not have much freedom to make decisions on their own. The government is also more open about what they do. There is more supervision to make sure everything is done correctly. Administrative accountability is very important, in India and technology has helped to make it even better.
Technology has made things better by making sure people follow the rules. We have things like DBT systems and e-office that help make sure everything is done the way. This means that people cannot just make decisions on their own without following the rules. We also have procurement which is another way to make sure things are fair.
The good thing about these platforms is that they keep a record of everything that happens. This is called an audit trail. It helps the people who check on things like auditors and vigilance institutions to see what decisions were made and why. This makes it easier for them to do their job and make sure everything is okay. Technology like DBT systems and e-office is very helpful, in this way.
Technology really helps people hold those in charge for their actions. This is because people can use the internet to complain about problems they are having and see how the government is doing. There are websites where people can report issues and see how they are being fixed. The government also shares information with the public so people can see what is going on. This means that Technology and these online tools are changing the way people are held accountable. Of just the bosses being in charge Technology is making it so that everyone has a say, in what is going on.
The important things I did include:
- Reduced discretion through automation.
- Transparency through real-time information access
- Managerial accountability using performance analytics.
There are still problems that exist. Digital exclusion is one issue and algorithmic opacity is another. The fact that authorities do not have digital skills is also a concern. These things can all make it harder to hold people accountable for issues. If we rely much on automated systems it may reduce the sense of responsibility that individuals have. This can result in a gap when it comes to accountability, where it seems like the system is to blame than the people in charge of the digital systems. Digital issues and digital systems are very important. We need to make sure we are holding people accountable, for digital issues and digital systems.
As a result, technology must complement, not replace, human judgement. Strong data protection regulations, ethical principles, institutional monitoring, and civil servant capacity building are critical. When integrated with democratic safeguards, technology can increase administrative accountability while maintaining responsibility and fairness.
