By defining focal areas, such efforts assist in bringing bureaucracy into line with political leadership. They might momentarily increase compliance and responsiveness. However, symbolism frequently results in symbol-substance gaps when it is not supported by structural reform.

Routines are disrupted, institutional memory is weakened, and bureaucratic motivation is diminished by frequent symbolic shifts. Goal displacement may result from officials prioritising procedural compliance above results. Instead of better services, citizens get confusion at the delivery level.
