The new rules for the Solid Waste Management system are changing because people in charge are starting to think that the government and other organizations should work together to make decisions. The Solid Waste Management rules are getting updated to show that the government and other groups should share the responsibility of taking care of things. This means that the Solid Waste Management system is not the job of the government but also the job of the Solid Waste Management system itself and other people who are involved.

Administrative Perspective: NPM and NPS

When we look at things from a New Public Management perspective, giving responsibility to generators makes things work better because it spreads out the service delivery. On the other hand from a New Public Service point of view it helps people and institutions work together to get the things that the public needs. This way New Public Management and New Public Service both play a role, in making sure that the public gets what it needs.

Changing Nature of Accountability

The rules change who is responsible for things. They move from a system where only the people in charge’re responsible to a system where everyone is responsible. This means that people and organizations have to answer for what happens to the environment. The rules make private companies and institutions accountable, for outcomes. The environmental outcomes are what matter. People have to answer for them.

Collaborative Governance Dimension

The framework is about people working together. It brings together the government, private companies and the community to solve city problems. The framework includes rules from the state private companies following these rules and people in the community getting involved. This way the framework can deal with urban problems, like the ones we see in big cities, which are the urban problems.

Administrative Challenges

There are some problems that the Urban Local Bodies or ULBs for short are facing. The main issues are that they do not have the ability to enforce things everywhere, they do not have enough resources to keep an eye on things and some people who are affected by their decisions are resistant to them. These are the challenges that the Urban Local Bodies need to work on to get stronger, as institutions. The Urban Local Bodies need to find a way to deal with these problems so they can do their job better.

The SWM Rules represent a transition from command-and-control administration to networked, responsibility-based governance suited to modern urban challenges.
