Social Impact Assessment (SIA) in India

The methodical process of assessing the social effects of projects, policies, and land acquisition is known as social impact assessment, or SIA. Its goal is to ensure sustainable development, equitable compensation, and rehabilitation. By addressing issues like tribal displacement, loss of livelihood, and cultural erosion, SIA—which is mandated by the RFCTLARR Act, 2013—promotes inclusive growth, community involvement, and legal protections through frameworks like PESA 1996 and the Forest Rights Act, 2006.

About the Evaluation of Social Impact

According to UNEP (2007), it is a process of planning, research, and management of social change or the effects of plans, programs, policies, and developments. A Social Impact Management Plan and a SIA must be prepared for land purchase in accordance with the Right to Fair Compensation and Transparency in Land purchase, Rehabilitation, and Resettlement (RFCTLARR) Act, 2013.

  • This includes private acquisition for public use, public-private partnerships, and government use. Atlas Management Consultancy Services (AMCS) Private Limited created the Social Impact Assessment (SIA).
  • The Great Nicobar Trunk Infrastructure Road project will reroute 130 hectares of land that are part of tribal reserves.

Tribal relocation and rehabilitation as a result of development

Areas with abundant forests and minerals that are primarily inhabited by indigenous people are frequently the focus of development programs. For instance, the Ken Betwa River Linkage and the Sardar Sarovar Dam project.

  • Loss of income, deterioration of culture, mental anguish, and societal breakdown. Rehabilitation for Tribals is given by laws like the RFCTLARR Act of 2013. Corruption, bureaucratic obstacles, inadequate remuneration, and a lack of community involvement.
  • In addition to rehabilitation and displacement, a holistic viewpoint incorporates self-governance and empowerment: Gram Sabhas are given decision-making authority over land and resources by laws such as the Forest Rights Act (FRA), 2006, and the Panchayats (Extension to Scheduled Areas) Act (PESA), 1996. 
  • Programs for high-quality education in tribal communities, such as the Eklavya Model Residential Schools.
