Overview
In India’s parliamentary system, the PMO serves as both the chief executive support unit and the hub of policy coordination.
The PMO’s functions
- Prior to Cabinet consideration, policy coordination incorporates input from ministries.
- Administrative Supervision: Keeps an eye on flagship program execution.
- Advisory Role: Uses secretaries and experts to advise the prime minister on policy.
- Coordination of interministerial response in times of crisis is known as crisis management.
Evolution and Problems
- Bolstered by leaders such as Narendra Modi and Indira Gandhi.
- Centralization and overlap with the Cabinet Secretariat have drawn criticism.
The PMO represents the tendency toward administrative unification and executive leadership; the ongoing problem is striking a balance between institutional accountability and authority.
