Overview

The 73rd and 74th Amendments to the Constitution recognised local governments, or panchayats and municipalities, as the third level of Indian democracy. They were intended to increase grassroots service delivery, bolster accountability, and increase engagement.

The Significance of Local Governments

Decentralisation guarantees that decisions are made nearer to the people, allowing for better civic services, more responsiveness to local needs, and better targeting of welfare programs. While elected local representatives improve political inclusion, particularly for women, SCs, and STs through mandatory reservations, institutions like Gramme Sabhas foster participatory democracy.

Structural Weaknesses That Persist

Local bodies continue to face financial and functional limitations notwithstanding constitutional support. States frequently reduce autonomy by delaying the transfer of funding, personnel, and planning authority. The majority of Panchayats rely mostly on state agencies and lack qualified staff. Urban local governments face challenges such as revenue shortfalls, antiquated taxation schemes, and political meddling. Accountability is further diminished by low citizen knowledge, poor social audits, and restricted technology usage.

Fiscal devolution, prompt State Finance Commission recommendations, capacity-building initiatives, and professional staffing must be given top priority in strengthening local governance reforms. Efficiency can be increased with technology-enabled governance, such as digital recordkeeping, GIS mapping, and real-time grievance mechanisms. Ensuring openness, empowering Gramme Sabhas, and shielding local politicians from excessive political pressure are all equally important.
