When we look at how the government runs these scams mean that we need to change the way we do things. We need to start looking at risks and being able to respond to problems. Kill switch mechanisms really help the people in charge do their job better by letting them step in when someone is trying to commit digital fraud. This way it is not the government that has to deal with it but also regular people, banks, phone companies and the people who make the rules. Cyber insurance is really important for people like citizens and those who are not very good with digital things. It helps to protect these groups of people, the senior citizens and the digitally vulnerable groups, from financial problems that can happen because of cyber issues.

Despite challenges of low penetration and fragmented accountability, these tools signify a move towards resilience-oriented governance, strengthening administrative legitimacy and citizen trust in the digital era.
