Digital arrest scams show that the old ways of doing things in the government are not working well in a paced digital world. When we look at how the government runs these scams mean that we need to change the way we do things. We need to start looking at risks and being able to respond to problems. This is especially true for arrest scams. Digital arrest scams are an example of why we need to make this change to a more responsive system.

Kill switch mechanisms really help the people in charge do their job better by letting them step in when someone is trying to commit digital fraud. This way it is not the government that has to deal with it but also regular people, banks, phone companies and the people who make the rules. They all work together to stop things from happening in the first place instead of just trying to fix things after they have gone wrong. If we can stop these things early it makes it easier for the people in charge to do their job and they do not have to spend so much time investigating. Kill switch mechanisms are very important because they help prevent loss. That is a big part of what they do.

Cyber insurance is something that helps the state by sharing the risk with other people through the market. This is based on the idea of New Public Management. Cyber insurance is really important for people like citizens and those who are not very good with digital things. It helps to protect these groups of people, the senior citizens and the digitally vulnerable groups, from financial problems that can happen because of cyber issues.

Despite challenges of low penetration and fragmented accountability, these tools signify a move towards resilience-oriented governance, strengthening administrative legitimacy and citizen trust in the digital era.
