- The Smart Cities Mission and the Aspirational District Program both incorporate community consultation in their planning and execution processes.
3. Empowerment through Decentralization:
The Panchayati Raj Act’s devolution of functions, funding, and personnel has expanded administrative reach, especially in underserved and rural areas.
4. Public–Private–People Partnerships (PPPP):
Partnerships in the fields of health, education, and sanitation (Swachh Bharat) demonstrate how efficient service delivery may be achieved through collective ownership.
Challenges
Despite success stories, bureaucratic inertia, literacy barriers, and local elite dominance all contribute to unequal citizen participation. Social inclusivity and administrative responsiveness are necessary for true participation.
Conclusion
Administration is changed from a hierarchical command structure to a collaborative method of governing through citizen participation. “Public administration is not only an instrument of government but also of the people,” as Paul Appleby highlighted.
Consequently, enhancing participatory mechanisms guarantees openness, confidence, and the actualisation of democratic governance in its purest form.
