AI and Administrative Ethics in Public Administration have become increasingly significant as governance evolves in the digital age. Public administration is centred on ethics, which guarantees that decisions made by those in positions of authority are informed by honesty, openness, and responsibility. Ethical issues are becoming more complicated and pressing as artificial intelligence (AI) is incorporated into government functions ranging from welfare delivery to predictive policing.
Theoretical Viewpoint: Academics such as John Rohr and Dwight Waldo have highlighted that value-based governance rather than merely adhering to rules is the essence of administrative ethics.
The concept of “algorithmic discretion” is introduced by AI which transfers decision-making authority from human judgement to coded logic. Fairness, accountability, and human dignity all essential components of Fred Riggs’ normative model of administration are called into question by this.
Key Ethical Difficulties:
- Algorithmic Prejudice: Data-driven systems have the potential to reinforce societal inequality such as gender or caste bias.
- Accountability Gap: It becomes challenging to hold responsibility or blame someone when administrative decisions are made by AI systems.
- Transparency Deficit:In AI, “Black-box algorithms” restrict the public’s access to information thus reducing the transparency of information.
- Human Detachment: Administrators’ moral judgement and empathy may be weakened by an excessive dependence on automation. It may lead to indifference towards the entities involved over a period of time
Possibilities for Ethical Governance:
- Efficiency with Integrity: AI can use data analytics (such as Aadhaar audit trails) to identify trends of corruption.
- Rule-Based Consistency: Automation makes decisions less arbitrary with rule based execution.
- Improved Citizen Interface: e-governance tools, chatbots and AI for grievance redressal definitely guarantee speed and inclusion of the entities involved.
Examples & Context in India:
- Digital India & AI for Good: The Responsible AI for All framework from NITI Aayog encourages the use of AI in a way that is inclusive and moral.
- Welfare distribution based on Aadhaar demonstrates efficiency, but it also raises concerns about consent and privacy.
- In order to uphold social justice, the Delhi Police Predictive Policing Model (2024) emphasises striking a balance between ethics and technology.
- Current Connections: The goal of the Digital Personal Data Protection Act (2023) is to formally establish moral digital governance.
So technology must be used as a tool not like a live decisive conscience in public administration. Human judgement and constitutional values must remain the governing principles’ ethical compass.
As Woodrow Wilson said, “The object of administrative study is to discover what the government can properly and successfully do.” Today, the challenge is to ensure that what it can do with AI remains aligned with what it ought to do ethically.
