Introduction
Indian federalism is structured as a collaborative model where the Union and States share authority, duties, and resources. However, this balance is being threatened by growing political conflict and financial constraints in modern governments.
The Strain’s Nature
Financial centralization is a major worry. Grants, centrally sponsored programs, and GST compensation from the Union are all highly dependent upon by states. Their independence is diminished by delayed transfers, conditional financing, and less fiscal space. Conflicts over the functions of governors, law and order interventions, and the acceptance of state laws are fueled by growing political tensions. Federal harmony is further complicated by agencies like ED and CBI that function in states governed by the opposition.
Practical Obstacles
Inter-state collaboration on topics such as pollution, migration, transportation, and river management continues to be lacking. The Inter-State Council and Zonal Councils, which are intended to arbitrate federal disputes, are underutilized. In the meanwhile, centrally planned programs sometimes overlook unique state requirements, which limits administrative flexibility.
Increasing Federalism
Reforms must include more transparent limits on gubernatorial authority, predictable fiscal transfers, and stronger State Finance Commissions. Trust may be regained by reviving the Inter-State Council, giving the GST Council the authority to resolve disagreements, and fostering cooperative governance. To prevent conflict, political leaders must engage in conversation.
