Why in News: India has reached a major milestone in its cybersecurity initiatives by securing Tier 1 status in the Global Cybersecurity Index (GCI) 2024, reflecting its top-tier performance.
About Global Cybersecurity Index (GCI):
- Reference: It serves as a trusted benchmark to evaluate global cybersecurity commitment.
- Purpose: Aims to raise awareness about the importance and various aspects of cybersecurity.
- Assessment: Evaluates countries based on five pillars: Legal, Technical, Organizational, Capacity Development, and Cooperation.
- Publisher: Published by the International Telecommunication Union (ITU).
Key Highlights of GCI 2024:
- Top Tier Countries: 46 countries are placed in Tier 1, showcasing strong cybersecurity commitment in all five pillars.
- India’s Achievement: India achieved a remarkable score of 98.49/100, joining the ranks of top-tier countries as a ‘role model’ in cybersecurity practices.
- Other Tiers: Most nations are categorized as “establishing” (Tier 3) or “evolving” (Tier 4) in cybersecurity.
- Role: The United Nations’ specialized agency for information and communication technologies (ICT).
- Established: Initially founded in 1865 as the International Telegraph Union.
- UN Agency: Became a specialized UN agency in 1947.
- Membership: Comprises 193 countries and over 1,000 entities like companies, universities, and regional organizations.
Functions:
- Allocates global radio spectrum and satellite orbits.
- Sets technical standards for telecommunication/ICT.
- Works to improve ICT access in underserved areas.
Membership: India has been an active member since 1869 and a regular council member since 1952.

Advocate-on-Record (AoR)
Why in News: The Supreme Court recently emphasized that Advocates-on-Record (AoR) must only register the appearance of lawyers who are specifically authorized to represent and argue the case on that particular day.
About Advocate-on-Record (AoR):
- Introduction and Authority: The concept of AoR was introduced by the Supreme Court under Article 145(1) of the Indian Constitution, allowing the SC to make rules regulating court practices and procedures.
- Role and Responsibilities: An AoR is a legal professional with the exclusive right to represent clients and conduct cases in the SC. They handle drafting, filing petitions, applications, and other legal documents with the help of a registered clerk.
- Procedural Duties: AoRs are responsible for all procedural aspects of a case in the SC. Any notice, order, or correspondence from the SC is sent directly to the AoR.
- Specialization: AoRs specialize in the practices and procedures of the Supreme Court and are well-versed in the SC’s rules and regulations, ensuring smooth navigation of cases.
- Unique Provision: No other High Court in India has a similar provision to the AoR system.
Eligibility Criteria:
- Must be enrolled with any State Bar Council.
- Requires at least 4 years of prior experience as an advocate.
- Must undergo 1 year of training under a senior AoR.
- Needs to pass the examination conducted by the SC.
- Must have an office within 10 miles of the SC and employ a registered clerk within one month of registration.
Registration: Upon registration, an AoR is issued a unique identification number, which must be used on all documents filed in the SC.
Blast Furnace
Why in News: Tata Steel Ltd. recently announced the commissioning of ‘India’s largest blast furnace’ at its Kalinganagar facility in Odisha, marking a key milestone in the Phase II expansion of the plant.
About Blast Furnace
- Definition: A vertical shaft furnace that produces liquid metals through a reaction between pressurized air and a mixture of metallic ore, coke, and flux introduced from the top.
- Structure: Composed of a steel shaft lined with fire-resistant refractory materials; the hottest section, exceeding 300°C, is water-cooled. The entire structure is supported by a steel frame.
- Function: Primarily used to produce pig iron from iron ore, which is then processed into steel. It is also utilized for processing other metals like lead and copper.
- Operation: The process is continuous, with raw materials regularly charged at the top and molten metal and slag tapped from the bottom at intervals. Once operational, a blast furnace can run for four to ten years with only brief maintenance stops.
- Combustion: Rapid combustion is sustained by the pressurized air flow, making blast furnaces significant consumers of materials and energy in iron and steel production.
What is Pig Iron?
- Definition: An intermediate product derived from iron-making, produced directly from iron ore.
- Composition: Contains a high carbon content (3.5–4.5%), along with silica, manganese, sulfur, phosphorus, titanium, and other trace elements.
- Production: Obtained from the blast furnace and cast into molds.
Valmiki Tiger Reserve
Why in News: A leopard was recently discovered deceased in the Valmiki Tiger Reserve (VTR) located in the West Champaran district of Bihar.
About Valmiki Tiger Reserve
Location:
- Situated on the India-Nepal border in the northern part of West Champaran district, Bihar.
- Encompasses approximately 880 sq. km, making it the only tiger reserve in Bihar.
- Includes Valmiki National Park and Valmiki Wild Sanctuary.
- Represents the easternmost boundary of the Himalayan Terai forests in India.
Geography:
- Located within the Gangetic Plains bio-geographic zone, featuring a mix of Bhabar and Terai tracts.
- Bordered by the Royal Chitwan National Park of Nepal to the north and the Gandak River to the west, with the Himalayan mountains in the background.
Drainage:
- Major rivers such as Gandak, Pandai, Manor, Harha, Masan, and Bhapsa flow through various parts of the reserve.
Vegetation:
- Dominant types include Moist Mixed Deciduous, Open-land vegetation, Sub-mountainous semi-evergreen, Freshwater swamps, Riparian fringes, Alluvial grasslands, high-hill savannah, and Wetlands.
Flora:
- Notable plant species include Sal, Rohini, Sihor, Teak, Bamboo, Semal, Mandar, Shisham, Jamun, and Gular.
Fauna:
- Wildlife includes Tigers, Leopards, Fishing Cats, Leopard Cats, Sambar, Hog Deer, Spotted Deer, Black Buck, Gaur, Sloth Bears, Langurs, and Rhesus Monkeys.
