1. The discipline of Public Administration is ethno-centric while CPA is cross-cultural in its orientation. I.e. The scholars of CPA were trying to understand the working of public administration across various nations.
2. There they tried to study the traditional aspects of the government – weberian structures.
3. Public Administration is practitioner oriented whereas, CPA attempts to build a theory and seeks ‘knowledge for the sake of knowledge’.
   Analyse work of various Public Administration scholars: Fred Rigge, Ferrel Heady etc.
