In India, federalism reflects a careful balancing act between state autonomy and central authority, as well as unity and variety. India has developed into a system of cooperative federalism, where the Center and States work together to accomplish shared national goals while recognizing regional variety, despite the Constitution’s description of the country as a “Union of States.” This approach was created by the Constitution’s founders to guarantee both robust national integration and adaptation of India’s pluralistic nature.
Shared institutions and intergovernmental processes are how cooperative federalism functions. In order to encourage active state participation in development planning, the Planning Commission has been replaced by the NITI Aayog. The GST Council is an effective example of fiscal federalism, in which the federal and state governments collaborate to decide on tax-related issues. In a similar vein, centrally funded programs like the National Health Mission and the Jal Jeevan Mission rely on coordinated funding, planning, and execution across many governmental levels.
There are still difficulties in practice, though. The spirit of cooperation is frequently undermined by fiscal centralization, unequal resource distribution, and excessive central interference through institutions or legislation. Federal relations may be further strained by political conflicts between the dominant parties in the States and at the federal level. The coordinated handling of emergencies like the COVID-19 pandemic has shown the need of cooperative federalism in action, despite these limitations.
In the end, cooperative federalism is a practical requirement for a varied country like India rather than a catchphrase found in the Constitution. It fosters democratic accountability, encourages participatory governance, and guarantees that development accurately represents the goals of every region.
