The Chillai-Kalan is a tough time for Kashmir. It is the part of winter and it makes things very difficult for the people who live there. The roads are bad people can not. It is hard to get the things people need. When it is very cold and snowy for a time it can cause a lot of problems. The Chillai-Kalan affects the electricity the water pipes, the hospitals and the roads in places that are far away from the city.
During the Chillai-Kalan there is a risk of avalanches roofs falling in and people getting very sick from the cold. This means that the government has to have a plan in place to help people. The Chillai-Kalan makes it hard to get things like food, fuel and medicine to the people who need them. This shows that there are problems with the way the government is run. The Chillai-Kalan is a challenge, for Kashmir and it needs to be taken care of. Effective management necessitates prior seasonal planning, pre-winter infrastructure audits, the use of weather predictions and digital coordination tools, and more decentralisation of power. Chillai-Kalan emphasises the importance of a resilient and adaptable public administration that can preserve governance in the face of great climate stress.
