Overview:
India’s administrative system relies on striking a balance between two fundamental principles: accountability (answerability for actions and results) and autonomy (freedom to make decisions without excessive intervention). Governance becomes either arbitrary or paralyzed when these ideals are out of balance.
Dimensions of Analysis
- Need for Autonomy: In sectors such as law and order, project execution, and welfare delivery, civil officials need operational independence to make professional, evidence-based judgments. Overzealous political meddling discourages officers and restricts initiative.
- Accountability: Public employees must continue to be held accountable by regulations, performance indicators, vigilance, audits, and citizen scrutiny as they use taxpayer funds and state power.
- Current Imbalance: Officers in India frequently have to deal with accountability procedures (vigilance, media scrutiny, legislative questioning) without being shielded from political pressure or arbitrary transfers.
- Administrative Paralysis: Officers may experience “decision paralysis” due to a fear of investigations or court involvement, which prevents them from acting creatively or riskily.
Crucial Aspects
- Postings that are overly politicized undermine administrative autonomy and justice.
- Ambiguous laws make it difficult to distinguish between wrongdoing and honest mistakes.
- Instead of encouraging performance, too many overlapping oversight organizations lead to compliance anxiety.
The Way Ahead
- Implement fixed-tenure policies in all agencies and states.
- To guarantee professional autonomy, the Civil Services Board should be strengthened.
- Use digital monitoring to change accountability systems from process-based to outcome-based.
- Create safeguards that distinguish between sincere mistakes and dishonest behavior.
