Overview
Effective accountability and administrative efficiency are the two fundamental pillars of good governance. Accountability protects democratic legitimacy and moral behaviour, while efficiency guarantees peak performance and service delivery.
Efficiency as a Pillar of Good Governance
The timely, economical, and superior provision of governmental services is referred to as administrative efficiency. While New Public Management (NPM) brought performance metrics, managerial autonomy, and customer-centricity, Taylor’s scientific management focused on productivity. Adoption of technology, capacity-building, and streamlined processes increase productivity and cut down on administrative delays.
Accountability: Ensuring Responsible Governance
Efficiency could become arbitrary in the absence of accountability. There are several ways that accountability works.
- Legislative supervision (Estimates Committee, PAC)
- PILs and judicial review
- Vigilance systems and executive controls
- Independent organisations such as Lokpal, CVC, and CAG
- Social accountability via public audits, media, civil society, and RTI
These guarantee the continued transparency, accountability, and constitutional boundaries of administrative power.
Challenges in Achieving the Balance
Delays in disciplinary procedures, political meddling, bureaucratic resistance, and lax implementation of ethical standards are all enduring problems in India. While too much autonomy might erode answerability, too much control can also impede efficiency and creativity.
In conclusion
When accountability and efficiency complement one another, good governance results. Authoritarian tendencies result from efficiency without accountability, while subpar service delivery results from accountability without efficiency. Their combination makes administration responsive, transparent, and focused on the needs of the people.
