Efficiency and creativity are constrained by the colonial heritage of rule-bound, process-heavy administration. To increase professionalism, accountability, and responsiveness, reforms are required. The goal is to move administration towards outcome-driven governance through lateral entry, competency-based training, Mission Karmayogi, e-government technology, and performance-linked rewards. Civil servants need improved policy literacy, data skills, and citizen engagement capabilities as welfare programs grow and digital inclusion deepens.

Persistent Difficulties

A number of structural problems still exist in spite of reform initiatives. While political-bureaucratic conflicts diminish autonomy, frequent transfers erode continuity. APAR and other performance appraisal methods are still subjective. Decision-making is slowed down by the restricted delegation of administrative and financial authority. Service delivery is impacted by frontline officials’ struggles with minimal staffing and insufficient training at the local level.

Building capacity, bolstering performance frameworks, shielding civil servants from undue influence, and increasing the use of digital technologies for monitoring and feedback must be the main goals of future reforms. When combined with solid ethical underpinnings, a move towards a citizen-centric service culture can greatly increase public trust.
