Since states still have power over hiring and program approvals, administrative control is centralised, limiting true devolution.

Effective service delivery is hampered by capacity deficiencies, which include a lack of qualified staff, shoddy planning procedures, and inadequate digital infrastructure. Democratic functioning is further undermined by political problems like elite capture, sporadic participation in the Gramme Sabha, and inadequate social accountability systems.

Strategies for Improving Local Governance

Assured fiscal devolution, strong digital instruments for service delivery, professional planning systems, and empowered local cadres should be given top priority in reforms. Accountability can be strengthened by institutionalising social audits and increasing community involvement. Reducing overlap requires clear functional allocations between state and local entities.
