One of the most significant civil service reforms implemented by the Indian government is Mission Karmayogi. Its main goal is to replace the rule-based bureaucracy with a framework that is competency-driven and role-based. Rigid hierarchies, antiquated training programs, and a lack of ongoing professional growth have plagued Indian public administration for decades. By establishing a national architecture for capacity building, Mission Karmayogi aims to address these structural problems.

By providing competency-based modules to government servants at all levels, the iGOT digital platform promotes ongoing education. In order to ensure that officials stay current with governance demands including technology, public finance, service delivery, and behavioral skills, this represents a move from episodic training to lifetime learning. With training connected to positions, responsibilities, and upcoming postings, the effort also seeks to create a culture of performance.
