A major change from authority-driven to service-driven administration is represented by citizen-centric governance. It is predicated on the notion that effective citizen service, rather than strict rule enforcement, is the ultimate measure of governance. In a democracy such as India, citizens are partners in growth rather than subjects to be ruled. Therefore, the goal of administration must be to guarantee responsibility, responsiveness, and transparency in all interactions between the state and society.

Dimensions of Analysis:

  • Reforms like the Right to Information Act (2005), the Sevottam Model, and Digital India demonstrate the shift from colonial bureaucracy to participatory governance.
  • Grievance redress and service quality monitoring have been institutionalised through citizen charters, CPGRAMS, and e-Seva centres.
  • These programs change the model of government from one of top-down control to one of citizen-administrator partnership.

Difficulties:

  •  Red tape, bureaucratic rigidity, and procedural delays continue to separate citizens from the government.
  • For marginalised and rural areas, the digital divide generates a new kind of exclusion.
  • Accountability in the provision of public services is weakened by a lack of empathy and        performance-linked incentives.

Way Forward

  • All significant schemes should have dashboards for service evaluation and real-time citizen feedback.
  • To make service delivery more inclusive and context-specific, strengthen local government structures.
  • To foster responsiveness, incorporate training modules on ethics and empathy into civil service capacity building.

The core of democratic governance is citizen-centric administration, not only an administrative reform. Governance shifts from control to care, and citizens become genuine players in nation-building when institutions listen, adjust, and act with empathy.
